18. The registration of a resident of Québec with the Board shall be renewed by means of a notice of renewal in the manner prescribed in section 21.

Notwithstanding the foregoing, where a resident of Québec does not receive the notice of renewal or where that notice is not sent to the Board within 6 months following the expiry date of his health insurance card or, in the case of a person referred to in paragraph 1, 2 or 5 of section 2, the registration must be renewed in the manner prescribed in section 22.
